As the leader appointed over the people after Moses, God commands Joshua to lead the people across the Jordan and not to be afraid, and as he was with Moses, so he will be with him, only to see that the law is carried out.
Although God promised Joshua to be with him, a man must take the necessary steps on his own, so Joshua sends two spies to the city of Jericho to act on the information he receives about the condition and strength of the inhabitants there.
