The Israelites rebel and want to attack Moses and Aaron. They want to enter the Tent of Meeting, where God is speaking to Moses. God commands that the 12 leaders write their names on rods and bring them to the Tent of Meeting. Whoever’s rod sprouts, God has chosen him.
