According to ethnographer Lernik Hovhannisyan, chairman of the Diocesan Council of the Artsakh Diocese, even foreign dictators, while imposing certain restrictions, did not interfere in the internal affairs of the Church. According to the RA Constitution, the state and the church are separated, and taking disciplinary issues of a clergyman to court is unacceptable.
